Safety-plan visibility is consent-based. A member chooses the trusted people and care-team roles that can participate in the routing circle, and the plan is used for that support workflow rather than published as a directory. Embertide keeps privacy expectations explicit: a payer or organization does not automatically receive a member’s private conversations just because it participates in a program.

Implementation starts with the state, MCO, or care organization defining the eligible population, referral path, escalation ownership, clinical oversight, and reporting needs. Embertide can then map a bounded pilot around those decisions, including the member consent flow and an auditable record of routing actions. It is an operational layer for continuous recovery support, not a replacement for Medicaid coverage rules, clinical judgment, or emergency response.
